POSITION:  Accounts Receivable and Purchasing Specialist

 

LOCATION: Avery County Schools Central Office

 

REPORTS TO: Chief Finance Officer

 

SALARY/BENEFITS: Pay is aligned to the NCDPI State Salary Scale.  The position is full time (40 hours per week, 12 months per year).  Health, Dental, Vision, Life and other insurances are available for purchase.

 

 

FUNCTIONAL PURPOSE:
Under general supervision, performs various responsibilities in the Finance Department with the
primary responsibility of Accounts Receivable and Purchasing. Reports to the Chief Finance Officer.

 

DUTIES AND RESPONSIBILITIES

 

ESSENTIAL JOB FUNCTIONS:
? Invoicing for the district including, but not limited to, receipting, deposit preparation and
recording (coding) and follow up on any past due invoices
? Coordination of Travel Tracker software (activity bus billing system) with the Transportation
Department and School Secretaries
? Provide support to school bookkeepers and administrative assistants for completion of
purchase orders and needed invoices
? Review requisitions for appropriateness, typographical errors, budget coding and funding
availability prior to approval as purchase orders
? Approve requisitions based on federal, state and ACS purchasing policies, guidelines, rules
and regulations
? Data management and reporting
? Periodic (monthly/weekly) review and maintenance of outstanding purchase orders
? Maintain up-to-date purchasing manual
? Provide training to new purchasers
? Communication, written and oral, with purchasers, department heads, vendors, software
representatives, state officials and outside auditors
? Facilitate the development of procedures to streamline operational functions of purchasing

ADDITIONAL JOB FUNCTIONS
? Assist with fiscal year end process
? Generate reports as needed and requested
? Backup for other positions in the department
? Other duties as assigned
MINIMUM TRAINING AND EXPERIENCE
Associate’s Degree in Finance or Accounting or any equivalent combination of education, training and
experience that provides the knowledge, skills, and abilities required to perform the job functions.

? Excellent computer skills and superior knowledge of all MS Office Suite programs (Excel skills
essential)

? Ability to adapt and adjust in changing environment
? Ability to demonstrate proper telephone etiquette
? Ability to communicate effectively and politely with all levels of employees
? Ability to attend to details necessary to complete forms properly
